Tiffany Phan
Tiffany uses her extensive policy analysis capabilities and knowledge in the transportation, goods movement, housing, entertainment, local government and non profit sector to support the firm’s manufacturing, non-profit and clean energy clients.
Before joining Niemela Pappas & Associates, Tiffany Phan worked for the Sacramento consulting firm of Bertolina & Barnato, specializing in fundraising and political strategy for many of California’s top elected officials. While a student at the University of California at Santa Barbara, where she earned a Bachelor of Arts degree in Political Science with an emphasis on Public Service, Tiffany learned the art of grassroots organizing and event planning while interning for Planned Parenthood. As a participant in the University of California DC program, she assisted Division attorneys as an Undergraduate Intern in the Federal Coordination and Compliance Section within the Civil Rights Division of the U.S. Department of Justice.
The National Association of Asian Pacifics in Politics and Public Affairs named Tiffany to their 2019 40 Under 40 List, recognizing her as one of the top AAPI political operatives. She is also a 2021 graduate of the Asian Pacific Islander Legislative Caucus Institute and an active member of the Asian Pacific Islander Capitol Association. Born and raised in California’s Central Valley, Tiffany now resides in Sacramento with her husband Jed.
